Emilia Saborío

Emilia Saborío has an outstanding career assisting foreign direct investment in Costa Rica, especially in areas related to life sciences and bioethics. Thanks to her remarkable specialization in these areas, Emilia has contributed to the development of new legislation and regulations applicable to the free zone regime and activities related to biomedical research.

With an uninterrupted professional experience of more than 33 years, Emilia has had public and private experience in the development of the successful regime of free trade zones; first as legal director of the Ministry of Foreign Trade (COMEX) and later as Director of the Free Trade Zones practice of Soley Saborío Abogados. In this field, Emilia has led the work teams in charge of setting up new companies and subsequent daily care of important industrial and service operations of leading companies in the manufacture of medical devices and shared service centers.

In the field of Clinical Research and Health Law, Emilia has stood out for her active participation as key note speaker in seminars and specialized events, legislative processes, public hearings of new regulations and as a reference for the media, participation that has caused a direct impact on the continuous improvement of the business environment for the development of scientific activities and for the strengthening of the legal certainty that is required to achieve an adequate and sustained development of science , as well as for business activity of important scientific organizations and the pharmaceutical industry.

Emilia is a founding partner of Soley Saborío Abogados and is a specialist in bioethics and human rights. Her recognized experience has allowed him to generate the appropriate conditions for the strengthening of the life sciences ecosystem in Costa Rica, successfully incorporating the free zone sector, the Academy, government agencies and investment promotion projects to improve public policies and new regulation to strengthen the sector development.
